Green MEP Jean Lambert has initiated a motion in the
European Parliament on the massacre of Sikhs during the events of 1984,
particularly the Indian Army attack on the Golden Temple in June and the
Sikh pogroms in November. The motion states:
The European Parliament notes with immense concern and alarm the carnage
of 1984, in Panjab and India, involving the deaths of tens of thousands
of Sikh civilians. This Parliament notes the considerable number of
reports from Human Rights Watch and Amnesty International, documenting
widespread abuse of human rights of Sikh activists and Sikh civilians by
the Indian authorities. This Parliament notes the report "1984 Sikhs'
Kristallnacht", which documents information from a wide-range of sources
about the events of 1984 (in Panjab and India). This Parliament calls
upon the European Union to study this report, and other human rights
material from Amnesty International and Human Rights Watch. This
Parliament supports the call for a Commission of Truth & Justice under
the auspices of the UN to comprehensively investigate whether the
slaughter to which Indian Sikhs were subjected to in 1984 constitutes
genocide as defined in the Genocide Convention and the relevant
international law.
